Dugaan korupsi itu terjadi pada Pengadaan Peralatan Laboratorium Fakultas Pertanian menuju Fakultas Pertanian International Laboratory Universitas Udayana kode lelang 667033 senilai Rp 6.988.298.625,00 dengan penyedia barang PT Duta Cipta Artha yang beralamat di Ruko Graha Indah B1/44H, JL. Gayung Kebonsari Surabaya
Bisa dilihat PT Duta Cipta Artha sebagai pemenang lelang dan yang kemudian menjadi penyedia barang pada pengadaan ini, kantornya sama persis dengan peserta lelang yang lain yakni CV Tunjang Langit yang juga merupakan salah satu peserta lelang yang lain dalam pengadaan ini.
Hal ini selain melanggar ketentuan UU nomor 5 tahun 1999 tentang monopoli dan persaingan usaha tidak sehat juga melanggar ketentuan pengadaan barang & jasa sebagaimana diatur oleh peraturan yang dipakai LKPP (Lembaga Kebijakan Pengadaan Barang Jasa pemerintah) yakni adanya dugaan persekongkolan vertikal dan persekongkolan horisontal.
Selain itu, ternyata PT Duta Cipta Artha & CV Tunjang Langit, adalah perusahaan2 yang terlibat aktif dalam kasus korupsi UPS (Uninterruptible Power Supply) DKI Jakarta, yang saat ini diadili di pengadilan tipikor (tindak pidana korupsi) bahkan sebagian pelakunya sudah mendapat vonis hakim pengadilan tipikor.
Menurut Leak, dari pola proses pengadaan maupun barang2 yang dikirim, selain ada indikasi rekayasa, juga ada indikasi mark-up harga sehingga barang yang dikirim selain mahal juga tidak bisa dipergunakan sesuai untuk kebutuhan & peruntukan di Universitas Udayan. Sehingga ada indikasi uang negara dibelanjakan secara sia2.
Untuk itu Leak berharap agar aparat hukum mengusut tuntas kasus ini, agar para koruptor tidak mengulangi perbuatannya di tempat lain.
Zulkarnaen pemilik PT Duta Cipta Artha yang juga merupakan kerabat Ulya Abdillah pemilik CV Tunjang Langit ketika mereka dihubungi ponselnya 085732744749 dan 081231092266, belum memberikan tanggapan. Sedangkan Hari Lo direktur PT Offistarindo Adhiprima sebagai distributor yang mensuplai barang pada mereka untuk Universitas Udayana ini sekarang sedang di dalam tahanan dan diadili sebagai terdakwa dalam kasus korupsi UPS DKI bersama para terdakwa yang lain.

Sejumlah massa yang tergabung dalam massa Gerakan Bersama Rakyat Jawa Timur (GEBER) demo di Kantor KONI (Komite Olahraga Nasional Indonesia) Jawa Timur, Senin (13/3).Massa yang mulai datang pukul 11.00 WIB dan menuntut transparansi anggaran yang dikeluarkan oleh organisasi olahraga tersebut.
Koodinator Gerakan Bersama Rakyat Jawa Timur  (GEBER) Amak Junaedi mengatakan,Agar Kejaksaan Tinggi (Kejati) Jatim segera memeriksa keuangan KONI Jatim mulai tahun 2012 sampai 2016 yang yang diduga ada  penyimpangan keuangan KONI, "Terkait dugaan penyimpangan, saya akan beberkan nanti saat dipanggil Kejati Jatim. Laporan sudah saya masukkan pada Jumat, 10 Maret 2017 kemarin. Nanti Kejati yang akan memutuskan apakah itu kategori penyimpangan atau tidak," katanya dihalaman Kantor KONI Jatim,

Amak mengungkapkan,Adanya dugaan penyimpangan terjadi di beberapa kegiatan, diantaranya adalah kegiatan PON di Bandung kemarin. Namun yang lebih penting adalah kegiatan pelatihan dan pembinaan cabor-cabor di masing-masing cabang, "Bukti-bukti sudah saya laporkan ke Kejati Jatim," ungkapnya.
Sebelumnya ketua Perkumpulan Pemuda Surabaya, Bajo Suherman menilai bahwa Kejaksaan Tinggi (Kejati) Jawa Timur (Jatim) dalam mengusut tindak pidana korupsi telah berlaku tidak adil dan tebang pilih.

"Aneh, data dan alat bukti tentang dugaan korupsi KONI Jatim sudah pernah diserahkan oleh masyarakat dan itu mudah dibuktikan, malah diabaikan oleh Kejati Jatim, tutur Suherman.
Menurut Suherman. dugaan korupsi KONI Jatim itu adalah adanya indikasi banyaknya kegiatan fiktif, belanja fiktif, mark-up anggaran pada dana untuk seluruh cabang olahraga (cabor), dimana peralatan olahraga yang dibeli adalah kualitas murah, akan tetapi laporan pembeliannya digelembungkan sampai beberapa kali lipat, seolah2 barang yang dibeli adalah barang mahal dan berkualitas baik. Padahal yang diberi adalah barang murahan.

"Maka bisa dilihat saat ini peralatan tersebut ada indikasi tidak bisa dipakai sesuai peruntukkannya", sambungnya

"Oleh karenanya, kami mendesak, agar Kejati Jatim tidak tebang pilih dan mengusut korupsi dana hibah maupun dana lain dari APBD propinsi di KONI Jatim. Karena dugaan korupsi yang dilakukan KONI Jatim itu menyebabkan prestasi olahraga kita melorot tajam", lanjut Suherman

Selain itu, pada beberapa waktu yang lalu Kelompok Anti Mafia perusak Olahraga (KOMPOL) juga pernah melaporkan dugaan korupsi yang ada di KONI Jatim.
Menurut KOMPOL, Kasus ini sebenarnya pernah dilakukan pulbaket (pengumpulan bahan & keterangan) oleh bagian kepala seksi penyidikan pidsus Kejati Jatim yakni Dandeni Herdiana, akan tetapi ada indikasi entah sengaja bocor atau secara tidak sengaja bocor, akhirnya malah memberi kesempatan pada pengurus serta Koni Jatim yang lain untuk menghilangkan barang bukti. Sampai akhirnya Dandeni malah mendapat promosi naik eselon jabatan menjadi koordinator di Kejati DI Yogyakarta.
Hal ini bisa dilihat bahwa seluruh komputer di KONI Jatim dan komputer/laptop para oknum yang berkaitan dengan kegiatan KONI telah membuang hard disk lama dan diganti dengan hard disk baru agar semua data bisa dihilangkan.
